Emergency rules and data protection in the context of the COVID-19 epidemy.

In this conference in streaming held on behalf of the National Data Protection Association, Prof. Avv. Alessandro del Ninno (Chairman of the Associations' Scientific Committee) discusses the sensitive matter of  health data processing in light of the COVID-19 emergency.
 
Particular attention is given to the relationship between data protection, privacy and collective health rights protection. What kind of relationship can be found between data protection, privacy and constitutional protection of Public Health in terms of correct balance or prevailing of constitutional rights? How the GDPR applies in an emergency context? What is the GDPR ground of legitimacy of the related data processing of citizens' health data with the aim of monitoring the COVID-19 epidemic dissemination?
