Alessandro del Ninno

In 1990, he graduated with top grades from high school at the Liceo Classico Statale di Roma "Ennio Quirino Visconti" and then enrolled at the School of Law at LUISS Guido Carli of Rome, where he graduated cum laude. His dissertation was titled “EU legislation on the processing of personal data: Free circulation on electronic networks and protection of citizens’ right to privacy in the EU legal system”.
After finishing an internship at IBM Semea in 1994, he collaborated with Confindustria where he was tasked with providing advice on electronic databases.
From 1995 to 1998, he worked as a consultant at the Chamber of Deputies, where he was in charge of drafting personal data protection legislation. He also collaborated with members of the Bicameral Commission for Constitutional Reforms that was set up in 1996.
In 1998 he was a consultant for the National Institute of Education and Research for Transport for matters concerning the application of the Internet and satellite technologies in the mobility field. In this context, he represented the Institute at the European Union Commission in the discussions for the Community regulations on the GPS GALILEO satellite network.
Starting from 1998, he teaches ICT Law at the University of Rome-LUISS Guido Carli, being in charge by means of successive teaching areements confirmed by LUISS several times in the next years.
In 1999 he ranked first place in the 14th cycle of the PhD Research Competition on "Forensic Information Technology and Information Technology Law" (1999-2002) at the University of Rome "La Sapienza”. He received his PhD in 2003 with a thesis titled: "The multiannual EU Action Plan 1999-2002 for safe use of Internet by combating illegal and harmful content disseminated through global networks”.
From 2000 to 2023 he has practiced law at the Law Firm Tonucci & Partners and is the Head Lawyer for the following Departments: 1) Information Technology & Internet Law; 2) Data Protection; 3) Intellectual and Industrial Property; 4) Telecommunications & Multimedia; and 5) Protection of domain names. He deals with all the legal issues associated to these areas of expertise.
In 2000 he joined the faculty at the School of Postgraduate Specialisation Luiss Management. He was an Adjunct Professor there until 2005 and taught Information Technology Law in the courses "Basic Business Law" - “Advanced Business Law”, "Economics and Business Law “– “ Information Technology Law ” – “ E-managers ” – “ Sports Law and Management”.
From 2001 to 2006 he collaborated with Cullen International SA, based in Belgium, where he became the exclusive corresponding scholar for Italy within the framework of two European projects -- "EcommLex Portal Project" and "National level E-commerce and multimedia regulatory support service," aimed at building a comparative legal framework at the European level for Information Technology matters.
In 2002 the Journal du Net, the main French web portal dedicated to Information Technology and the Internet, published the "Who's Who of the Italian Internet” which listed the Top Ten Italian individuals deemed crucial to the development of the Internet market in Italy, each for their respective category. In the same year, the University of Venice Ca Foscari awarded him the post of Adjunct Professor with the School of Forensic Information Technology in the Department of Information Technology for the Humanities, where he taught until 2010. He is Visiting Professor by Ca Foscari up to date.
In 2003 he was selected by the President of the International Association of Business Leaders as a member of the organisation which assembles the most important professionals in various fields worldwide. In the same year, he became a member of the "Who's Who of the International Historical Society”.
Also in 2003 he taught at the Institute of Information Technology of the University of Rome La Sapienza. On behalf of the University of Rome La Sapienza he conducted research in "Neural networks and telecommunications Arbitration”.
In 2004 he was appointed by the European Commission under the TAIEX project and by the Ministry of Technological Innovation to perform training in EU IT Law for the Directors-General of ministries for the technologies of the new Member States of the European Union.
In the same year he was appointed teacher ("Copyright and telecommunications networks”) of the Master's II level program (Director: Prof. Stefano Rodotà) "Human rights and New Technologies" organised by the University of Rome La Sapienza.
Also in 2004 he became the Coordinator and professor of the first national Master’s course (1,200 hours) in Information Technology Law organised by the company Italia Lavoro.
Since 2004 he has been a member of the faculty at the Superior School of Administration of the Interior (S.S.A.I.) of Rome in his capacity as "renowned expert" in the field of the Law of New Technologies, IP and Personal Data Protection.
Since 2005 to 2023 he has been the exclusive representative for Italy – as head of the Information Technology & Internet Law of the Law Firm Tonucci & Partners – in the international Tech Law network that brings together the world's leading law firms specialising in IT law.
In 2006 he became a member of the teaching staff of the Institute for Foreign Trade (ICE) – where he taught training initiatives for entrepreneurs.
Since 2006 he has been regularly included in the international list of best lawyers in the Information & Communications Technology published by Chambers Global and titled "The World's Leading Lawyers for Business”.
In 2007 he became a member of the Scientific Committee and Teacher at the Forensic School "Vittorio Emanuele Orlando" of the Bar Association in Rome.
Since 2009 he has been a member of the Scientific Committee of the Italian Privacy Institute.
Since 2010 he has been a member of the faculty of the Regional Development Agency of Public Administrations in Lazio and heads the privacy training for managers and employees of the Board and of the Regional Council of Lazio.
Since 2018, he is President of the Scientific Committee of the National Association for Data Protection.
Starting from 2020 he is member of the board of professors within the Master in Information Technology (II Level) organized by the University of Roma La Sapienza.
Starting from 2022 he has been appointed a "professional with a high level of expertise and professional experience" in the European Pool of experts ("List of Individual Experts for the implementation of the EDPB's Support Pool of Experts") which supports the European Data Protection Board - EDPB and the individual national data protection authorities through legal advice, technical opinions, and participation in technical meetings for the drafting of the data protection executive rules.
He teaches Artificial Intelligence, Machine Laerning and Law at the University of Rome Guido Carli since the academic year 2020 - 2021.
He is the author of more than 200 publications - articles, essays, books and monographs - dedicated to legal matters in IT, data protection and copyright.
To date he has been invited as lecturer within more than 200 conferences organised both nationally and internationally by leading Italian and foreign institutions, universities and private corporations.
He is frequently consulted and interviewed by the media and the Press as an expert in the subjects of ICT, AI, Data Protection and IP, participating in TV, web o or journalistic debates.
He actually practices as lawyer in Rome.
