The structural changes in the role of the DPO triggered by EU regulations under the European Digital Decade.

Attorney Alessandro Del Ninno delivered a presentation examining the new developments affecting the function of the Data Protection Officer. His lecture highlighted the evolution of the DPO’s responsibilities, no longer confined to the supervision of data protection, but increasingly oriented towards acting as the guarantor of regulatory compliance within the broader corporate data governance strategy.
A significant part of the presentation was devoted to the interaction between the DPO’s tasks and the recent EU regulatory framework impacting data management, including the Data Governance Act, the Data Act, the AI Act, the NIS 2 Directive and the DORA Regulation, underlining how these instruments are reshaping the required skills and expanding the scope of accountability.
Del Ninno also addressed the DPO’s role in responding to data subject rights requests, recalling the GDPR framework and the most recent EDPB Guidelines, with particular reference to Guideline 1/2022 on the right of access. He stressed the indispensability of establishing robust and structured internal procedures for handling such requests, ensuring consistency, timeliness and compliance.
The presentation further explored the DPO’s position in the operational management of these procedures, drawing attention to possible internal divergences in handling requests and to the added value of the DPO as a balancing figure, a guarantor of correct regulatory application, and a privileged interlocutor in relations with supervisory authorities.
The intervention thus provided a clear and systematic overview of the ongoing transformation of the DPO’s role, offering professionals and organisations practical insights to strengthen data governance and to consolidate the DPO’s position as a central pillar of regulatory compliance in the emerging European digital ecosystem.
