White House Accord on “Super Intelligence” and new federal terminology for AI.

The White House Accord on Super Intelligence – Joint Commitment on Frontier Responsibilities was signed at the White House by leading technology companies, including Google, Anthropic, Meta, OpenAI, Nvidia and xAI. The voluntary Accord establishes a four-layer governance framework for frontier systems: internal controls over model capabilities and alignment, including cybersecurity, biological and chemical risks; an internal team responsible for verifying that controls operate effectively and that identified issues are remediated; independent external auditing or evaluation; and oversight by an independent board committee receiving reports from both internal and external assurance functions. Participating companies also committed to meeting regularly to develop common standards and best practices. At present, the Accord is voluntary and not legally binding, although its text expressly contemplates the possibility that these measures could ultimately be codified into laws or regulations.

In parallel, the U.S. President issued the Executive Order “Inaugurating the Era of Super Intelligence”, directing the Federal Executive Branch to use the terms “Super Intelligence” and “SI” instead of “Artificial Intelligence” and “AI” in official correspondence, public communications, websites, reports, policy documents and other non-statutory materials. For the time being, “Super Intelligence” remains legally tied to the existing federal statutory definition of artificial intelligence. Within 60 days, the Assistant to the President for Science and Technology must submit proposed legislative language establishing a specific federal definition of “Super Intelligence” and assess any related amendments to existing statutory references. Importantly, the Order does not require previously issued regulations, Presidential actions, contracts, grants or other historical documents to be amended retroactively
