He worked as a consultant to the Chamber of Deputies, where he contributed to the drafting of personal data protection legislation. He also collaborated with members of the Bicameral Commission for Constitutional Reforms established in 1996.

He served as a consultant to the National Institute of Education and Research for Transport on matters relating to the application of Internet and satellite technologies in the mobility sector. In this context, he represented the Institute before the European Commission in discussions concerning Community regulations on the GALILEO satellite navigation system.

Since 1998, he has taught ICT Law at LUISS Guido Carli University of Rome under successive teaching appointments, renewed by the University over the years.

He ranked first in the 14th cycle PhD selection procedure for the programme in “Forensic Information Technology and Information Technology Law” (1999–2002) at the University of Rome “La Sapienza”. He was awarded his PhD in 2003 with a thesis titled: “The multiannual EU Action Plan 1999–2002 for safe use of the Internet by combating illegal and harmful content disseminated through global networks”.

Alessandro joined the faculty of LUISS Management’s Postgraduate School of Specialisation. He served as an Adjunct Professor until 2005, teaching Information Technology Law within courses including “Basic Business Law”, “Advanced Business Law”, “Economics and Business Law”, “Information Technology Law”, “E-Managers”, and “Sports Law and Management”.

He practised law at Tonucci & Partners, serving as Head of the following departments: (1) Information Technology & Internet Law; (2) Data Protection; (3) Intellectual and Industrial Property; (4) Telecommunications & Multimedia; and (5) Domain Name Protection. His practice covered the full range of legal issues in these areas.

He collaborated with Cullen International S.A. (Belgium), acting as the exclusive Italian correspondent within two European projects—“EcommLex Portal Project” and “National-level E-commerce and multimedia regulatory support service”—aimed at developing a comparative legal framework at EU level for information technology matters.

In 2002, Journal du Net, a leading French web portal dedicated to information technology and the Internet, published the “Who’s Who of the Italian Internet”, listing the top ten Italian individuals considered key to the development of the Internet market in Italy, for their respective categories. In the “Attorney” category, Mr. del Ninno was ranked as the leading cyber-lawyer.

That same year, Ca’ Foscari University of Venice appointed him as an Adjunct Professor at its School of Forensic Information Technology within the Department of Humanities Computing, where he taught until 2010. He is currently a Visiting Professor at Ca’ Foscari University.

In 2003, he was selected by the President of the International Association of Business Leaders as a member of the organisation, which brings together leading professionals worldwide. In the same year, he became a member of the “Who’s Who of the International Historical Society”.

Also in 2003, he taught at the Institute of Information Technology of the University of Rome “La Sapienza” and conducted research, on behalf of the University, on neural networks and telecommunications arbitration.

In 2004, he was appointed by the European Commission under the TAIEX programme and by the Italian Ministry for Technological Innovation to deliver training on EU IT Law to Directors-General responsible for technology in the ministries of the new EU Member States.

In the same year, he was appointed lecturer (“Copyright and telecommunications networks”) within the Level II Master’s programme (Programme Director: Prof. Stefano Rodotà) “Human Rights and New Technologies”, organised by the University of Rome “La Sapienza”.

Also in 2004, he became Coordinator and lecturer of the first national Master’s programme (1,200 hours) in Information Technology Law organised by Italia Lavoro.

Since 2004, he has been a member of the faculty of the Superior School of Administration of the Interior (S.S.A.I.) in Rome, in his capacity as a “renowned expert” in the law of new technologies, intellectual property and personal data protection.

From 2005 to 2023, he served as the exclusive Italian representative—through his role as Head of IT & Internet Law at Tonucci & Partners—within the international Tech Law network bringing together leading law firms specialising in IT law.

In 2006, he joined the teaching staff of the Italian Trade Agency (ICE), delivering training programmes for entrepreneurs. Since 2006, he has been regularly listed among the top international lawyers in Information & Communications Technology in Chambers Global, “The World’s Leading Lawyers for Business”.

In 2007, he joined the Scientific Committee and faculty of the Forensic School “Vittorio Emanuele Orlando” of the Rome Bar Association.

Since 2009, he has served on the Scientific Committee of the Italian Privacy Institute.

Since 2010, he has been a member of the faculty of the Regional Development Agency of the Public Administrations of Lazio and heads privacy training for managers and employees of the Lazio Regional Government and Regional Council.

Since 2018, he has served as President of the Scientific Committee of the National Association for Data Protection.

Since 2020, he has served on the board of professors of the Level II Master’s programme in Information Technology organised by the University of Rome “La Sapienza”.

Since 2022, he has been appointed as a “professional with a high level of expertise and professional experience” within the European Pool of Experts (“List of Individual Experts for the implementation of the EDPB’s Support Pool of Experts”), which supports the European Data Protection Board (EDPB) and national data protection authorities through legal advice, technical opinions and participation in technical meetings for the drafting of implementing rules.
