Digital PA: AgID publishes the 2026 update of the Three-Year Plan – focus on IT Wallet and AI.

The Agency for Digital Italy has released the 2026 update of the Three-Year Plan for Information Technology in the Public Administration 2024-2026, the main strategic planning tool for the digital transformation of the public sector. The document, the result of joint work between central, regional and local administrations, marks the end of the current three-year period and consolidates the operational guidelines for a more efficient, interoperable and secure digital ecosystem.

The update confirms the role of the Plan as a compass for the modernization of public services, orienting administrations towards simpler and more integrated models. The number of operational tools made available to PAs has grown to twenty-two, while projects dedicated to the IT Wallet – the platform that will allow citizens to manage their identification documents in digital format – and those related to the responsible development of artificial intelligence have been strengthened. At the same time, the AgID Academy is taking shape, a training initiative designed to enhance the digital and managerial skills of public personnel.

The 2026 update makes public digital more robust, with interoperable systems, leaner procedures and measurable results, and ensures consistency and the ability to adapt to a constantly evolving technological context, enhancing the goals achieved and laying the foundations for the next 2027-2029 cycle.

Among the most significant innovations, the Plan introduces a document management monitoring system, updates the actions related to AI governance and user centricity of digital services, and expands the so-called "toolbox" available to administrations: models, guidelines and good practices that support the planning of interventions. New tools are dedicated to semantic interoperability, digital leadership and collaboration between PAs, universities and research centres, with the aim of combining technological innovation and skills enhancement.

With this edition, the Public Administration closes the 2024-2026 cycle by projecting itself towards a new phase of the digital transformation path, in line with European priorities and the objectives of the PNRR, strengthening the principle of an increasingly digital, inclusive and citizen-oriented administration.
